Based upon the findings of the first study, in 1986 the legislature directed the research team to study the following issues concerning a state appropriation program: (1) What would be the cost of a state appropriation program? (2) How might the state fund such a program? (3) What agency should operate such a program? and (4) How can it be ensured that the program is responsive to all regions of the state?
